Sanitation Garbage
I posted a few times in the past about the alleged corruption that exists in our local sanitation department, and a scathing report has just been released that backs up those claims:

Nassau County District Attorney Kathleen Rice is investigating a Hempstead sanitation district that, according to a new state comptroller's audit, paid health insurance premiums for dead employees and issued no-bid contracts, Rice's spokesman said.I had to call the sanitation department earlier this year regarding a garbage pickup. I cannot tell you the obnoxious, dismissive treatment I received from the person who answered the phone. That type of behavior by government employees toward the taxpayers who essentially pay their salaries should never be acceptable - but how much more so, in a district such as this, where we are paying among the highest per/property taxes ($579 in 2006) for the same exact level of service that other communities get for less. We don't have to look far to figure out where all of our extra taxes are going, and it isn't toward customer service.
The audit released yesterday found $462,000 in excess costs over a 40-month period ending in April last year. Among the findings: the district was paying for health care premiums for dead former employees and retirees, overpaying for purchases that could have been done more cheaply through state contracts, and double-paying its attorney and accountant by giving them salaries on top of an additional hourly rate.

According to the state comptroller's office, Hempstead Sanitary District #1 "operates in an uneconomical and inefficient manner." Auditors found the district:
Provided health, dental and vision insurance for life to commissioners who served as little as a single five-year term. Life insurance policies for top managers and commissioners ranged from $75,000 to $300,000.
Overpaid by more than $46,000 for a diesel fuel contract, when the fuel was cheaper through a state contract.
Paid $16,000 in health care premiums over three years for an employee who had died. Continued to pay health, dental and optical insurance premiums for employees and dependent spouses after they died.
Paid its attorney as an employee with a salary, health insurance and retirement benefits - while also paying the attorney $200 per hour as an independent contractor for much of the legal work he performed.

That's quite a hilarious comment. So what you're trying to say is that because you get what you deem to be adequate service, the sanitation department is perfectly entitled to be collecting hundreds of thousands of dollars in extra taxes and using those monies to pay themselves perks? I know I wouldn't want you in any sort of public office.
The sanatation dsitrict's are the Mistero family's patronage mill. Isn't the attorney Nick Ddesibio, the former executive leaders son? That's the reward they get for being members of Mondello's republican executive committee. I'm not sure the democrats aren't doing the same thing in other areas now that they've come into power.
These abuses are unparalleled in any other sanitary district or any other body of government in the area. How did they manage to get so many people to re-elect that current commissioner in July?
While there is no disagreement that every tax dollar must be spent properly and with the publiuc trust. The nightmare situation that OM is positing is far from the truth.
OM fails to indicate that the Board has taken many actions requested by the Comptroller (who was the Sainted Alan Hevisi at the time of the audit). That is what audits are for. To find error, and correct it.

There was an audit initiated over two years ago by the county, before Hevesi was even involved. The audit cited the District's failure to cooperate with just about everything.
Taxpayer abuse does not get more tangible than this. These guys are milking the system for everything they can get and supporting all of their friends and family in the process. This costs all of the taxpayer a lot of money and no one should stand for it.

I run a business in Cedarhurst and the sanitation guys occasionally shake me down for mulah when the garbage pick up is "out of the ordinary"
How else are they supposed to pay their bills?
As an alternative to shakedowns, they should consider getting jobs for the second half of the day.

Many have 2nd jobs, driving school buses!! My kids are dropped off in the afternoon by the guy who picks up may garbage in the morning.
Didn't Mistero refuse to provide financial data unless it was court ordered at the direction of Mr. Desibio?

Agreed. The Sanitary District is probably only a little worse than the Village of Cedarhurst. But that's only becuase no one bothers to run against Parise or any of his cronies.
And they're all up for re-election in March
Here is what I have done for my garbagemen over the years:
1) I replaced my in-ground garbage cans with above ground cans. The garbage men hate the in-ground cans b/c they have to bend over to get the garbage out, straining their backs. Hello? You are a garbageman. This is what you are paid to do!
2) Rushed out at 6:30 am to make sure they get their Xmas tips. (One year they refused to even wait, and just drove away).The past few years I have not even tipped them b/c I found that the level of service was equally crappy whether or not I tipped.
3)Given them bottled water on really hot days.
Here's what they have given me:
1) My garbage is constantly strewn all over the street and driveway.
2)The empty pails are left right behind my car in the driveway (not even standing up- always knocked over). They throw the covers around so they all crack and then my garbage gets eaten by squirrels who eat through the bags making a huge mess, which of course the men won't take away b/c it's not bagged.
3)They take away the top half of my garbage and leave the bottom half in an uncovered pail to get wet and marinate into a disgusting, smelly mushy mess. (See squirrel issue above).
4) This week, they left broken glass right at the foot of my driveway.
People who don't like to swim don't become lifeguards, people who can't stand the sight raw meat don't become butchers. If you don't want to collect garbage, why become a garbageman? I guess it must be the short workday, the great benefits and the low expectations of the powers that be in Sanitary District #1.
My friend's gharbage area is below her bedroom window and she used to hear the guy cursing and yelling at 6:30am about how she has too much garbage.
Who really controls the Sanitation district? How does it relate to the Cedarhurst control?
Working for the government is the best way to make big bucks without straining the brain or body.
I'm not intimately familiar with Long Island garbage practices, but I do have a question based on Woodmere Dump's post: don't you have the kind of garbage bins that have a metal rod that is grabbed by a device on the garbage truck and automatically lifted and dumped?
They switched to this type of bin over a decade ago in Chicago, and it allowed them to reduce the number of garbagemen on each truck. Of course, we also have the benefit that *everyone* has an alley, so it's easier to move the truck quickly through the route, which I know is problematic is some places.
Last year the garbagemen shook down a whole bunch of us. they appeared on our doorsteps early in the morning in december and rang the bell asking if we forgot to give a holiday gift to the sanitation men. They scared the **** out of so many of us that everyone I spoke to made sure that they gave them tips this year. This happened all over Lawrence. Did anyone call to complain??? Of course not. We're scared to of these guys. They give very poor service for a JOB that they are PAID to do.
Unfortunately, this system of Sanitation districts is created by state law, and powerful state politicians like Skelos certainly have no interest in shutting down these rackets run by their cronies.
If anyone on the state level really cared, they wouldn't get away with any of this. Which other election is held for a few hours at night in the middle of a garbage depot? How does anyone let them get away with a polling place that senior citizens have no means of getting to?
This thread is really making me appreciate living in New York City rather than the suburbs. Property taxes are lower, too.

If you replaced the hundreds of school districts, sanitation districts, town and village councils, etc., etc. with county government, your property taxes would plummet. Maryland has always had this system and things work pretty well. In the entirety of the two counties that surround Baltimore City, there is exactly one incorporated municipality -- Annapolis. All other services, including schools, are part of the county government.

All the points that were made both by you in your blog and the audit were brought up when I ran for Sanitation Commissioner this past July. Yet, we as a community (both orthodox and non) did not come out in the numbers necessary to defeat this corruption.

I am surprised that noone knows that someone from the frum community ran for Sanitation Commissioner this year. He lost by a landslide b/c no one came out to vote.
That is not true that no-one came out. My wife and I (Abba Novak) stood in line with hundreds of people that night for the elections. It was hostile but so what that is politics. People came out but not enough to defeat these crooks.
Rumor has it that part of the reason for the long line was that the PTA from School District 15 teamed up with the Inwood Republican machine and used it phone lists to defeat the "private candidate" and vote for the status quo. Not unexpected in an area where a former Bd member holds a seat on the Atlantic Beach Water District and a current member is Republican leader of Woodmere.

Frank Parisi retires from the BOE and gets a job with his uncle, the Mayor of Cedarhurst, which gets the approval of the trustees, including Michael Fabrizio, one of the principals of Independent Coach Corp who the district spends millions with. Paybacks and patronage at their best. Not to mention the Mistero's and Parisi's are the republican leaders in the area for Mondello, who rules the Town nof Hempstead. How can anyone wonder why our taxes are so high.
How about the plumbing inspector who happens to do the plumbing work in town and the zoning board member who happens to do all the architectural work in town and the construction guy on the board who manages to get permits for anyone who hires him. And half these guys are related too.
Sems to me this is how democracy is supposed to work: If the community does nothing and reelects the same group who fels patronage is a birthright, then guess what..... it is their birthright. Everyone in the community knows what is going on in Cedarhurst and the Sanitary District but we do nothing about it. Where are the community leaders with the courage to stand up and challenge what is going on? The PTA in School District 15 will stand with the status quo, they proved that last year, who is willing to stand up for justice and fair play? Silence is deafening.
According to the audit report, the same fellow who keeps the shoddy books in the sanitary district, is the treasurer/accountant for the Village of Cedarhurst. That guy must be everyone's cousin.

I am an old-timer of this community who is not related to any of these families. For the 40+ years I've lived in the five towns, for the most part everyone lived in harmony. A diverse community where everyone had a role in some way. Not now...oh no. We can't have anyone outside of the "frum" community making a living, making decisions or getting an education.
The constant accusations and constant whining about not getting your taxes worth of this and that and the other thing are obnoxious, vile and divisive. It's embarassing. Why aren't you worried about Fed contracts ? For heavens sake, you're talking about pocket change here.
As for your garbage woes - do you think the Town Of Hempstead garbage service is better ? They MIGHT EVER go on to my property to take cans. If the garbage cans are not at the curb they leave it. When they do take it, they often leave the cans, sans tops, in the middle of the street.

Do a little homework and get your facts straight. The audit report on each of the Sanitary Districts is not an abstract assessment of services provided. It is a comprehensive comparison of the services provided, the cost to taxpayers and the expenditures of the district, as compared to each of the other sanitary districts.
The abuses of our tax dollars are unparalleled in any of the other districts and it appears that they have gotten worse over the years, as the district leadership continued unchecked.
The abuses in Cedarhurst are clearly not as stark, but it certainly isn't good government when every village official is either a family or friend of the local republican machine, or hand-picked and brought up through the ranks to serve the machine. It's apparent that the conflicts of interest and lack of transparency are only the tip of the iceberg.
All things considered, the bad government, abuses of power and apparent corruption that we see in some of our local governments are the fault of individuals who don't take an interests in their government (and how their tax dollars are spend), don't inform themselves of the issues and don't bother to vote. (Are you one of these people?) The foundation of democracy is the checks and balances that the Constitution establishes on all levels of government. We are given the right to question and to vote, in order to make this system of checks and balances, and democracy, work.
Consolidation of power, lack of tranparency and freewheeling with our tax dollars certainly works out well for the select group of family members, old timers and other club members who are in control, but it does not serve the interests of the residents/taxpayers/voters and belies the purpose of democracy.

I pay $700/yr to the sanitary district. If I lived in another district, I'd be paying around $400 (with backyard pickup). $350 is not pocket change for me, and $350 x 25,000 (households) is certainly not pocket change for the district residents.
It seems to me that most people are scared to run for the Bd because of fear that their garbage pickup will be affected. Why are the elections not publicized better? When is the next election? Why don't the newspapers carry banner headlines calling for a free spirited democratic election to shake up a complacent Board. We many not expect much from the Nassau herald, but how about Gordon's and Fertig's papers, these are the only free voices left in the Towns.
Why are you worried about the Sanitary District when "Democratic" elections in Cedarhurst are a laughing stock. Mayor Parise hires his cousin and has literally never been challenged as Mayor. What do I tell my children about the Democratic process? Read about it but do not expect your community to actually practice it?
Well, not everyone who works for the village is his cousin. But nepotism and conflicts of interest are definitely not frowned upon in this municipality.
Montilli does the plumbing work and grants the village's plumbing permits as the plumbing inspector.
Novello does the architectural / engineering work and then he gets the plans approved by the zoning board (which he sits on).
Electrical permits are approved the same way.
Brown does the construction work and then approves all the plans as a board member.
It should be interesting to see who will be selected to profiteer from the open seat on the zoning board.
With all of the subdivisions and construction going on in the village, there must be a lot of people on the take.
Parise's nephew is the "Superintendent of Public Works" with 13 people working under him. You've got to wonder what all those people are doing (and how he managed to get that job).
And then there are the Cittadinos. (yes, the village employs father and son)
Then again, there are a few "elected" officials who are not cousins of the mayor. But how many of them weren't selected and appointed by the mayor so that they wouldn't have to run for office?
Wonder when the next village job is opening up? Just find a cousin who's not already employed by the sanitary district or the village, and you'll have your answer.
When is someone ready to stand up and run to upset the apple cart? For oh so many years the feeling was the machine in Nassau County could not be beat. As a 30 year resident of Cedarhurst, one of the best run villages in Nassau County and probably the U.S., I am proud to call this my home and value the work of Mayor Parise and the Board of Trustees, as well as the people employed by the Village, who all make our home town a great place in which to live and work. It seems that not only Al Qaeda, Hamas, Hezbollah and other terrorists hide behind the mask of anonymity. Please answer this, do you really not care about the inside jobs, family connections and questioable practices regarding openness at the Sanitary District and Village. You are obviously honourable enough to use your name, but would you be happy if our federal governemnt and Israel used the same type of politics and methods of Cedarhurst and the Sanitary District? We are talking about 2 different topics here. Mr Rabinowitz may be correct about cedarhurst but he is far from correct about the sanitation district. The sanitation district is an embarassment. The report is very clear. anyone who defends the kind of corruption outlined in the report is corrupt.
Bad government is bad government is bad government. If you choose to ignore what goes on around you, the world may not come to and end, but the "elected" officials will gradually grow more "abusive" of taxpayers and their interests. This is exactly what we see now in the sanitary district. With the benefit of the audit, at least we now know where some of our excessive sanitation tax dollars are going. Unfortunately, the village of cedarhurst has avoided the scrutiny of state and county authorities, but the pattern of nepotism, cronyism and pay to play bureaucracy is unmistakable, and good government will inevitably prevail.
It's no secret that the village of lawrence has about half the number of employees that the village of cedarhurst has, despite being over double the size of cedarhurst and it's greater population.
While Rabinowitz may or may not be your name, there are obvious reasons why one would would be reluctant to identify themselves here after sharing the dirt on the village or the sanitation district. (Think: loss of garbage pickup, garbage strewn on one's front lawn, no snow plowing, refusal of permits, etc.)
The only thing that isn't clear is why any objective resident would brazenly defend the actions of the sanitary district board and/or the village government, considering the documented abuses of power and taxpayer funds. What kind of connections are there between that person and the powers within these local political rackets?

I would imagine Toback is not too happy with Parise regardless of the way he runs the village, given the fact that Parise is a staunch Republican and Toback is a staunch Democrat. Toback obviously has no influence or control in Cedarhurst (or even in the Sanitary District) so there isn't much he can do, and it would be political suicide for him to get involved with his hands tied.

The majority may be silent, but not because they support nepotism or corruption in government. The majority is apathetic in general with respect to politics and government - which is precisely the reason that these politicians get challenged so rarely. But someone ultimately takes on the challenge. That's the story of our country.
Though Mr. Toback is a democrat he certainly seems to have distinguished himself in rising above "label" politics in an attempt to do what is right and not only what is politically correct. I would hope and also believe that if any credible MAINSTREAM attempt was made to open up politics and government at the level of the Sanitary District and Village of Cedarhurst HE WOULD BE AS HELPFUL AS HE COULD. Local politics should be more about what is good for the community rather than a strict Democratic/Republican venue. I am not even aware that in Lawrence or Woodsburgh the polical affiliations of the leaders come into play.

While I can't comment on the veracity of many of the claims about Cedarhurst (and I don't even live in Cedarhurst), it appears that everyone agrees that our elected officials should be doing an honest and competent job.
And although I don't know much about the Parise "regime" or the Sanitation issues, it's abundantly clear from your comments that you have some partisan agenda here that you haven't revealed. Why else would you drag Suozzi and Toback into this discussion?
I would suggest that you come clean as to your agenda if you want anyone to take your comments seriously. That would certainly lend to a more objective discussion of these issues.

I’m pleased to learn that you do not even live in Cedarhurst. That tidbit kicks out the underpinning of any iota of credibility behind your comments on the governance of our village, and further makes my residence here that much more pleasant.

I am sure you are aware that men like John Jay, Alexander Hamilton, And James Madison all published extensive letters in newspapers under assumed names to protect their identities. I wonder if you would call them creeps for guarding their names. If so, then your defense of cronyism, patronage and poor government practices becomes somewhat understandable. If not then i still await your answer to a previous blogger. To wit, would you be pleased to tell your children or anyone else's that democracies like Israel of the United States should run their governments with the same methods that are used in Cedarhurst and the Sanitary District?

As to your claim that all anonymous comments are not made by the same author, it is interesting to note that you fail to actually deny that they are all not yours, or even identify which of those are from your keyboard and which are not. But identification of anything is not your strong suit.
As far as the Village of Cedarhurst or the Sanitary District being run as democracies, is concerned, I recall a recent Sanitary District contested election in which the pathetic challenger was creamed. When it was over, he could be heard maoning the words, "political machine." I don't doubt that he wishes that he had a better one. By the way, did you know that he works for a Muslim country? Some of nmy co-religionists will do anything for a buck. His opponent had the grace to refrain from making it an issue in the contest.
As far as the Village of Cedarhurst elections are concerned, no one is preventing anyone from challenging the incumbents. The absence of any opposition is a tribute to the satisfaction of the voting public here for the way Cedarhurst is run. Or can't you find anyone else who works for Kuwait to throw his or her hat in the ring.
Meanwhile, your refusal to identify yourself and provide attribution to your vitriol and venomous comments, so that the rest of us can see you in the light of day, gives us all the privilege of ignoring them.
I wish to remain anonymous as well, and I will preface my remarks by stating that this is my third comment on this tread, and I am not the author of, nor could I identify the authors of any of the other comments. (I hope that helps clarifies things for Mr. Rabinowitz.) My previous two comments were those posted above at 3:35PM and 11:12AM.
As I stated earlier, I don't live in the village, or profess to know much about these issues, and I think that my perspective is somewhat more objective than many of the others expressed here.
After reading Mr. Rabinowitz's comments here, which seem to repeatedly dance around the issues, I am still left wondering (1) what is Rabinowitz's response to the concerns about Cedarhurst and the Sanitary District that are cited above in this thread, and those that are cited in the audit reports, and (2) why is Mr. Rabinowitz so interested and concerned with defending the powers that be in Cedarhurst and the Sanitary District? It is clear that he comes to the table with far lest objectivity than the average person.

I don't see how you would be able to discern all the family relations from the names. But someone posted some of the names in Cedarhurst above. All of the Cedarhurst officials' and employees' names are at www.cedarhurst.gov.
As for the Sanitary District, you'd probably only be able to get a full list of names from the state comptroller's office. Phil Mistero is the superitendent of the district (for over $150k/yr + full benefits). Nat Swergold is the part-time lawyer who receives full-time salary and benefits. Sal Evola is the part time accountant who receives full-time salary and benefits. Joseph Kenn is the Asst. Superintendent (so that Mistero doesn't really have to do any work). Joseph Candella, Jack Rose, Irving Kaminetsky, Harry Beltrani and James Velardi are on the Board of Commissioners (which pays $7,500/yr plus full benefits, and lots of other goodies).
Now that we know all of their names, how about yours? That yellow streak down your back keeps getting wider with each comment you make.

I must be getting somewhere, because "Anonymous" keeps replying to my comments. Apparently you think that discussing anything on the merits with someone who hides behind anonymity is a worthy endeavor. I will be pleased to discuss the substance of any issue with this or any other individual who will identify himself or herself. But to engage in substantive discussions with someone who is no one deprives me of the ability to know the qualifications of that person and consequently the substance of what forms his or her opinions. We all have a right to our opinions. We also have a right to challenge the opinions of others. But opinions, like a sieve, can't hold water unless there is something behind them - something like expertise, in depth examination of an issue or some athoritative source that supports it. In other words, for opinions to be taken seriously, they shoud be informed.

How is Phil Mistero affiliated with the Village of Cedarhurst?
I just saw Phil Mistero's name printed on a petition nominating Parise and his boys for the next village election. It seems that Phil was selected by Parise for a special committee to fill any vacancies in the upcoming Village election.
I guess Parise considers it an honor to have the Chief of Sanitation Corruption serving in the village too.
As far as Moshe Rabinowitz - he made comments that were echoed in the newspapers by someone from Sanitary District # 1. He also has enough jewish background (but not orthodox) to throw a few words around - read the comments in the paper carefully and compare it to the comments on this site. from the district. If you read about comments in the Herald and other papers and read the comments he made about the "witch hunt" that the comptroller's office was on ("Hevesi being a thief"), these are exactly the same words used both in the paper and in this blog.
As for Evola, he'll have his day. "Moshe" should watch his own back.
During sanitary elections last July, I polled many Orthodox people. Surprisingly, many of them backed Joe Candella for re-election. That made no sense to me, except there are those who like their service and don't want to rock the boat. There are ways of making the system more efficient without changing the service. Believe me. There is a LOT of FLUFF on the top.

Speaking of elections, they had a meeting of "public school advocates" last nite in Inwood. Rumor has it that someone who holds a job with Sanitation, who has children in the school, and whose wife may have held a job with the school district will be running for school board. We may not like the way the money is spent in the Sanitary District, but I guess they might not like the way the new Board is trying to be efficient.

The "at risk" children have never been served,you have a segregated school system,and in spite of some of the highest paid teachers in Nassau County and a student teacher ratio of about 9 to One the only thing that goes up are teacher salaries. Now,when Dr. Mansdorf amd company try to right the ship with efficiencies, outside consultants and common sense you use double talk to say we are trying to destroy a system. Awwww poor widdle middle-class suboibinite has to pay high taxes. I'll tell you about high taxes. I pay almost $2,000 a year in property taxes on a modest little semi-detached in Baltimore City that wouldn't fetch more than $250K if I tried to sell it today. It could be worse, as Maryland has a system to keep property taxes from rising too suddenly because of increases in property values -- my assessed value for tax purposes is < $100K, so i would shudder to think what the taxes would be were I assessed a full market value.
All that said, the folks at Baltimore City Department of Public Works are polite and professional when I call, and I generally have no problem with the trash collectors.
Maybe you need to move down here to Dixie. Lot's of orthodox here, too, though most of 'em are a little ary of all the New Yorkers moving down and driving up property values, thus messing up housing affordability within the eruv.

My sanitation taxes alone are almost the entire property tax our friend is paying in Baltimore. If I lived that close to Washington DC, I would do very well financially.

Because I don't go along with your carping ingratitude, you question my authenticity and send out counterfeit messages after Shabbos begins, attributing them to me to demean my sincerity. Why were there so many "no bid" contracts? When new fences and landscaping was done on and around district property, including the flagpoles and flags, why didn't they go up for bid? I read the Herald every week and have never seen those things go up for bid - including the two Ford Explorers that are leased. I remember before Phil took the helm, a short guy used to drive around in a gray, older vehicle. Was that not enough? Why was another position at $100K+ position created after Phil took helm - but it was okay when he was commissioner?
These are tax dollars - MY tax dollars we are talking about. These are the taxes of the struggling families in the area who are not only trying to educate their children in our communities, whether it be public or private. We spend our money shopping in the area, supporting the local economy. So the strong claims both Weitzman and Hevesi's offices wrote about (they don't do the audits personally, so I am sure all those professional accountants are all lying), where is the tightening of the belts? Wages being paid 20% above collective bargaining agreement, people who show up twice a month for meetings receive retirement and health benefits? Workers who work 15 hours a week and get paid for 40?
This sounds like a political patronage mill if I ever heard of.

Let's face it. We all know the sanitary district is as corrupt as they come. This is old-school corruption, which the Mistero machine has come to rely on to support all of their family and friends. Rather than cleaning up their act in response to the audit, they seem to be staying the course. I guess they consider it a vindication that there haven't been any criminal charges as of yet (Moshe's probably taking credit for that). It's self evident that the taxpayers are getting fleeced by these guys every day that they control the district, and that's not going to change until they're all imprisoned or voted out.
But it would be interesting to know how much of the same corruption exists in the Village of Cedarhurst.
Parise's books don't get much scrutiny from anyone, because he manages keep the budget somewhat level, with all the extra taxes coming in from local businesses. Obviously, this is not so much a function of good budgeting as it results from what is one of the proportionally highest business tax bases that exists in the area (as compared to the village's residential property tax base). So the fiscal abuses are not as identifiable as they are in Sanitary District 1. But the village shares its accountant/treasurer with Sanitary District 1, and he's undoubtedly using the same funny math in the village as he is in the district.
The cronyism in the village is alive and well and is comparable to that of the Sanitary District. The mayor has managed to bring in every one of his friends and family (who aren't already employed by the sanitary district) and provides them with salaries, benefits and in some cases, a steady stream of business from locals who need permits.
There is a well-known quote, "sunlight is the best disinfectant". Enough said.
Another well known quote" The best defense is a good offense. Hear to tell, some from the Sanitary District may be running for the School Board.

Nassau County is a lot bigger than the five towns, only three of which have been invaded to any degree by refugees from Brooklyn and Queens. The Mosheach will come before consolidation, so don't hold your breath, or maybe you should.
I have a great idea for peace in the district. Lets call it the cronyism fund. Everyone gets to pay a tax based on what an average honest district would charge. Then the fund would come in. People who supported the excess, perhaps like Mr. Rabinowitz could contribute to the fund and make up the difference from average to cronyism. Given the large number of District residents who Mr. Rabinowitz is sure support the District there will be no problem raising the funds. The overall amount of liability will not change. Only, those that do not support excess, cronyism and patronage will be able to stop paying for it.
